Well, think about it this way, if you were just glancing through a gallery named Scott Bakula, and you saw those two pictures together, would you think it's just a wierd shot of him or would you see it's actually another person?
Pics aren't really the best proof, looks more convincing in motion. Anyways, might be just me, but I didn't notice the difference. (perhaps just coz I watched Enterprise some time ago)

Different persons. Their faces are composited differently, so is their skin. I don't know how old these guys are, but Bakula looks a lot older than Pasdar. |

If you're on crack, and have your eyes being gouged out by a crack-addicted afro american, glimpsing at the corner of the eye watching the two of them. Then they MIGHT have one or two similar features.
But only then.

I'm actually very bad att facial recognition, but even I see big huge difference. Maybe it's more of a video thing? Maybe they look the same on camera.
