It was because The Netherlands were broke at that point.
There had been many wars in the previous years, the first dutch-english war from 1652 to 1654, Brazil had been lost in 1654 to the Portugese, the second dutch-english war from 1663 to 1667, the war protecting the Spanish Netherlands from conquest by the French from 1667 to 1668, and then the third dutch-english war (in this war The Netherlands was attacked by the English, the French, the Swedish and by some German republics) In this war The Netherlands did defeat the enemy at the end, but it had lost so much money it couldn't afford to keep the New Netherlands colonies under control.
Also Surinam wasn't really an English colony, the area was given to the dutch on the provision that they had to conquer it from the natives themselves, so not much of a trade really.
