with idiot rules like 80x80 pix and <16kb
JPEG didn't even come close to that...

correct, but on the other hand the servercosts would be astonishing if every user would be given the oppertunity to use an avtar in the range of about 30kb.
Let alone the performance loss due to the grafical impact on some of the users older computersystems.
