I recently was renting a cable modem from my ISP (Motorola Surfboard modem). I then bought a Linksys Modem from my friend for $20 and gave the Rented modem back to my ISP.
On the rented modem, I was getting DL Speedsfrom my Newsgroup of around 500-750 KBs. With this Linksys modem, the origina DL Speeds were around 300-400...But have recently dropped to 80-150....Can anyone tell me what the problem is?....Is it the Modem, or did my Newsgroup Cap me somehow....(I do DL TONS of stuff...In the terrabyte range in the last couple of months).....Thanks in advance...

You using your ISP's newsgroup service or are you paying a 3rd party (Newshosting, Giganews, etc...)?

there are different speeds/quality cable modems. I switched to a 10MB connection and had to change to a newer cable modem. Ushally cable modems (In my experience) are capped internally at manufacture for the providers specifications. I know this is true for the old upload caps on the @Home network. We patched a bunch of modems at school by rewriting there EEPROMs. But this only increased our upload speed.
Before you try anything on your own, i would phone your provider.
It could be that the modem you are using is more sensitive to the db levels on your cable connection. The cybersurfer motorola modem would only work in a range on +/- 10 db. But the Terrion modems (Used in BC when i worked for Shaw) could handle levels of +/- 20 db.
Do you have any atinuators (Spelling?) inline before the modem. 3db , 6db? Some modems donot like atinuators and will mess up your return path. If you need atinuation becasue your levels are to high, make a splitter network (Use a couple 2 way Coax splitter to drop the signal) becasue it will not effect the return signal. Each 2 way splitter should give a 2.5 - 3 db drop in signal. (Depending on the quality of splitter used)
Do you know what your levels are to your modem? Your provider should be able to provide them to you.
It could also be that your modem is failing causing errors and it has to resend the data multiple times.
I doubt that they capped you, unless they warned you before hand. I do a massive amount of usenet traffic, and they always phone me, or email me first to ask, or restrict my service. I cant comment on if your usenet provider capped you becasue im with a different provider and my account is unlimited.
Edit. I just looked at your post again and the Motorola Surfboard modem is the upgraded modem i recieved for my 10MB connection. So its possible that the one your friend sold you just is not capable of the same speeds.

haha, you would get kicked off your ISP faster than you can shout "I HAVE 110000mb INTERNET" .. Plus not all modems are capable of it, the surfboard he USED to have is for sure.. haha. Oh well.
I would agree that the modem your currently using may simply not be able to handle the speed.

yes. As long as your ISP allows the group its uploaded in. Alot of ISP donot allow binaries though, just discusion groups. And the retention for binaries on your ISP is ushally only about 1-2 days. My provider has full binary access (Well except for the kiddie porn groups) but only about 2 days retention. So i go with Giganews
