My guess is they are meaning the 2.x PRX/EBOOT.BIN decryptor trick , to get the game running?

2.0 is not "homebrew friendly" yet. But they write in bad english, so it's hard to understand what they mean.. Maybe they just mean that 2.0 is downgradeable?
