Try updating ur drivers or go to Microshit's website and download the DirectX 9.0c runtime files and manually install them (as oppose to letting a game install them).
To see if u have directx/direct draw problems, use the directx diagnostic tool. Search for it on google. U have it on ur system, its just i can remember exactly what the file name is (xxx.exe) ya know?
