Nope, don't know any such free service. The only "solution" I've seen so far is people somehow creating a dozen google drive accounts. I've downloaded some stuff from multi-account google drives. I've never tried doing that myself so I don't know how they do it. I guess using virtual machine installations of the OS over VPN will allow you to create new google accounts. It doesn't sound very practical for anything other than one-time use: upload and forget.
