Is there any totally free windows pc cleaner tools to download?
Totally free ones where you do not have to pay?

Archlinux.
Windows - ccleaner, you don't need the licensed version.
Noob distro's - Fedora, Ubuntu.

I format Mac/PC every 6 months. Since games and programs like to put so much shit all over the place (local/roaming/appdata/registry/applicationsupport etc), even when you 'uninstall' them, it's easier to just start fresh. It's also the only way you know with 100% certainty that the old junk is gone. It takes maybe an hour these days if you backup all of your settings properly

Yep the Windows Engineer Expert Tech Support strategy - Wiping the entire machine because you won't find decent logging or be able to actually triage the problem.
When you remove stuff, use voidtools everything (because windows search is useless) and clear any remnant data. Couple that with regcleaner of choice and yes you can maintain a clean system.
also - Bleachbit doesn't clean the registry, as afaik there is no opensource tool for it.
Depends how much time you have on your hands, but i'd still recommend Archlinux to a noob. You learn more about the OS works and should gain basic understanding in how to triage stuff. The noob GUI distro's obfusciate what is going on like Windows, so you encounter a problem, don't fix, and whine OS doesn't work.

I don't use the installer for like a decade, they are offering portable ZIP version with the program only and it's clean.

Good guides is the best option. Something like CCleaner may work well for some stuff but generally it doesn't actually make much of a difference. Besides, it's also adware like all "free" commercial software.
Learn how to do it yourself. There are small open source tools you can use to perform very specific tasks. You just have to do some research.
If you're not willing to get your fingers wet.. go ahead with CCleaner for instance (which is fairly benign compared to many other similar offerings).
