On PC (not laptop), as far as I know there's only the Nvidia Control Panels color settings (brightness or gamma) to control the brightness of the screen.
Neither the Windows 10 Action Panel (Win+A) not the display settings provide an option to dimm the screen like it's normal on a laptop.
That makes Pax saaaad.

Laptop displays apparently expose this setting, regular monitors seem to not expose it. I guess there isn't much you can do about it

But.. it's not real. Your monitors brightness is still the same! You are just reducing the contrast.

It is also possible to directly control the monitor via DDC/CI commands
Programs like ScreenBright and softMCCS can do that

Almost all modernish LCDs use dynamic dimming, and for blacks you don't need full backlight.
This is from a (rather old) comparison:
Modern LCDs are even more energy efficient. Of course, dimming backlight on your monitor is obviously better for power consumption, but if that's not an option, or if it doesn't go low enough, such apps certainly help.
PC: Yes. Console: No.
