Is there a setting or a support program that can "force keep" the two devices from going apart?

I want my default audio device to always be also my communication device, because I don't get the difference and it's not for me.

I would say (keep in my i don't know your exact setup) to disable the other device(s)?
Or
PowerShell
Or
Setting exlusive mode to off? (mmsys>Properties>Advanced tab>exlusive mode section)

What keeps it going "apart"?

It's random, AFAIK.

Nah, probably an application switches it or you have a TV attached that does HDMI handshake when turning it on.

Are you using Citrix VDA/Receiver/Workspace app?
Skype for business?

Probably all of the above.

But what does that have to do with anything?

Citrix tend to override these settings and so does skype as well.

So that "random" is probably one of these apps.
