It's your very typical ArcSystems versus fighter, it's very high quality and offers a great technicality in fights, but while a new RPG mode brings some novelty, it's also pretty lacklustre in terms of sheer content if you're not looking to play online.
Considering the 60$ price tag and the fact that 5 characters are behind a 30$ DLC paywall, I really can't recommend it unless you're a versus fighter big-time fan who enjoys high-level competitive gaming. There are a number of interesting features to renew things - a RPG mode, a refreshing art-style, an interesting set of characters.. but it's way overpriced.
Balance is mostly fine save for Lowain's ultimate ability which is just.. horrible to deal with.. and the basic mechanical skill required is very minimal (for those who don't like remembering extra-complicated comboes, this is the game), while the underlying depth behind it remains very large.
For those pricetag concerns..

Haven't played online yet, but it's annoying on keyboard because menus have a different key map from in game which is super annoying as I'm on colemak.
I'll probably wait until I get a Hitbox to start playing this seriously, but that'll be a ways off since ordering a Hitbox isn't really a priority in the current state of the world.
