It can handle them. App developer needs to support it. CreateWindowEx with WS_EX_TOPMOST for win32 windows, window.Topmost for XAML windows. UWP can't do it

I dont know what any of that means.
Had a program for Windows 7 that made it possible for most stuff i had.. unfortunately i dont remember the name and i have no idea if it works for Windows 10 anyways.

but no, tried it and it doesn't work (again i tested with rimworld in a window). if i click my browser or whatever that window takes over.

Again, Windows can handle it (unless you're talking UWP) IF the game/application developers added it to their code. That's what Leo tried to say but that was apparently before he knew you were completely programming-illiterate.

Yes i got that part but it's true i have no interest in programming.
I guess there's a workaround for it though since there are third party programs that makes it possible (though not always it seems).. you'd think it would be something that would "just work" in Windows, just like minimizing or full-screen etc..

Could be that this was blocked by Windows at some point. It makes sense, if you think about it; other processes should not have write access to other apps' windows.

They probably could if run with admin rights. Before Vista, all apps were by default run with admin rights so you could get the handle of e.g. Windows Taskbar and mess with Start menu button. But they've got smart in the meantime.
