All joking aside, for all the problems that Project Cars 2 had (and still has) including the dozens of patches required to iron out some of its most supernatural bugs and the bipolar AI, it still managed to be a very good driving game in my opinion.
More satisfying than the direct competition in the simcade-y department, with a more simulative handling and more options available, although there's clearly still room for improvements when it comes to fidelity/realism, balance and Career mode. Will it contain Bellboxes? Only time will tell!

Things pcars 3 needs:
* MUCH better career mode
* Licensed race types/formulas...
* ...Formula E (this would be pretty epic, especially if it was licensed)
* More in-race features (proper pitstops, safety cars...
* AI Driver editing (Name, nationality, type (aggressive, passive etc)
* Solid multiplayer
* Better 'simulation' options - proper tyre handling etc, but also allow Arcade-sim racers to play as well)
If it can do this, I think it could arguably be the best racer on the PC - I think they COULD do it if they really put some effort in... but that company is so unpredictable.. I dunno...
And Ian is a class A dick.

I think the visuals are acceptable for the game as it is... what would be good is an engine upgrade that can deliver better performance and less TERRIBLE pop-in, because that is a big problem with this game.
I'd be very happy with visuals similar to F1 TBH, they are a little dated, but they are very good performance wise. (although no VR is just ridiculous...)

From what I've gathered (not much), there is the possibility that PC3 will be a "next" nextgen title in order to make the proper jump. I imagine that further upgrades to the engine would make current consoles struggle immensely at maintaining 60fps, but who knows really
It's also going to be tricky when it comes to official championships/licenses with the Codies owning the F1, Kunos owning the Blancpain GT Series and Kylotonn keeping the poor WRC hostage. Maybe we'll get the official Gymkhana Tournament with good old Ken

flatout was fun cause it was original, a remake of a remake of the same goddamn modes stops being fun after 30 minutes ....

It definitely sounds like they're going for the more gamey Forza/GT route (again), the "it will be more fun..but don't worry it will still be a sim" compromise usually tends to be a disappointing one. Oh well, let's hope for the best!
Also, it seems Bell wants to release an in-house system called...Mad Box?

I hope not, because from modern games the Project Cars 2 is best racing game for PC. Atleast when it comes to driving model... let me put aside Asseto corsa which looks like game from 2005.
