Smurfing is playing on a new/lower-than-your-level account. It's particularly rampant in F2P games such as LoL as you can create accounts over and over again.
It's something that makes competitive online games a lot less enjoyable, but since some companies who offer boosting services make their profitable business out of it and that some people want to crush newbie games to make themselves feel better ( since they can't do it in games of their own level ), it's not stopping any time soon.
To answer the OP: no, but why would you need any feedback in order to smurf in the first place ? There's nothing complicated about it.

I wouldn't say Smurfing is THAT bad. If there is a Smurf in my team it usually takes some stress of me that is associated with ranked games, like sometimes when you have those multiple loss streaks. If there is a Smurf in enemy team you can use it as an opportunity to play against a really good player. not to mention you should always be looking to learn from smurfers. Of course I am not saying that it's always good, it obviously can be very unenjoyable but I wouldn't say that this word describes my usual experience with Smurfs.
As to why I am asking – simply because you can't just start smurfing start away from your main account. What do you guys think is the most efficient way to get an account smurf ready?

Umm... if you want to smurf, then create a new account and use that to smurf (yeah, it's that simple). By the way, I play Lol a few times per week and have done so for years - I always aim at getting at least Diamond in a season, and think it's a fairly ok (and fun) way of keeping my reflexes from deteriorating too much due to age.
But yeah, as the others said, smorfing a fairly bad thing to do - assuming that you're a good player. It ruins games by throwing off matchmaking; LoL has no idea that your smurf account actually has a higher-skill player behind it, and this may lead to very imbalanced games. Losing due to smurfing can be very infuriating for players who are bad at handling losses. Plus, on a smurf account (which will be lower ELO and have a lower honor rating than your main account) you're much more likely to encounter bad behavior such as ragequitting, flaming and intentional feeding.
Of course, none of the above applies if your main account is at a lower ELO/honor level (say at most Gold or Silver). In that case, smurfing will have little to no impact.

I think you didn't get me. You need to play over 200 games to reach level 30
I'm just asking you guys what is the best way to not have to waste so much time

Well, in those games before reaching level 30, you'll also be smurfing. I don't think there's another way, save for perhaps paying someone to play the games for you or buying an account somewhere.
