Following its reimaginings of Resident Evil 2 and 3, multiple development sources have told VGC that the Resident Evil 4 remake has now entered full production with an estimated release window in 2022.
Development is being led by Osaka-based M-Two, the new studio founded by former PlatinumGames head Tatsuya Minami, which has been preparing for the project since 2018.
However, similar to how 2020’s Resident Evil 3 was led by company Red Works, Capcom’s internal teams and other external studios are likely to lend support.
It’s understood that the remake has the blessing of original game director Shinji Mikami, who officially declined an approach to lead the project himself but has provided informal advice on its direction.

They are remaking the big games that would sell the most, 2 and 4. 3 was remade on the side reusing the assets of 2 and was used to train M-Two to tackle RE4make, it sounds like, since RE4make was planned since 2018.

I will be happy to play RE4 with the remakes graphics,
Even better than that, it will be a nextgen game since it's targeting 2022, it should look considerably better than the remakes of 2 & 3 which were made for 2013 hardware.

Assuming that the core gameplay won't be turned into complete popamole, RE4 could use some improvements when it comes to responsiveness (on PC) and dynamicity both with the environments and animations. I'm interested, though I too would have preferred something else since the game still holds up nicely - especially with the RE4 HD Project.
5 looks and plays much closer to modern games. Diminishing returns visually.
Then, with 4 it's not just more dated visually, it doesn't even have full right analog stick control, and movement is still tank based, like the PSX games (it just doesn't have fixed cameras so it's less confusing to people).
Also, the more recent the game, the harder it is to outdo it with even better production values.
I think it's far more likely to see the first game in the series reimagined, than a remake of 5. One is 95% just some mansion and a lab and the other has a much bigger scale, will need a much bigger budget.
CV and 0 (and 6) are the worst received games in the series, Capcom probably don't want to touch them. CV could be done good though, they can also market it as "the sequel to RE2make" and they will already have Wesker's model from RE4make... The rest... don't bother.

Anything but 5, it's shit. And 6 is ultra shit, for the ~3 hours I've played before giving up.

CV is not well received today, no question about it. And before one says "well, it's an old game", the even older games in the series continue to be well received.
Its series-first realtime graphics look worse artistically than even RE1 and especially 2 & 3 without offering any significant benefit to the game's design (there is still no manual aiming save for one boss fight and tank controls and fixed cameras are still being used), the writing and performances are laughable regressing from the progress 2 & 3 made while also introducing animuuu and action superhero storylines and sensibilities to the franchise something that lasted until 6, Steve is widely considered the most annoying character in the entire series, the design of the game is broken as in 2 places if you don't know beforehand what is going to happen you might find yourself unable to progress without it being your fault, there is a lot of backtracking in huge levels (nothing like the nice design of the mansion and RPD where distances are short), the game is censored and shotgun headshots do not explode heads which is a major disappointment if you have played 1-3 before, mechanics have regressed from RE3, and in general you can feel its B grade quality all around as it was an outsourced game.
The game was well received back then because it was real time 3D for the first time, although several complaints were noted. As time went by and the "amazing" 3D graphics were now being seen as grayer and grayer, its design, artistic, and storytelling flaws became hard to ignore.
It's still classic RE though, just not very good classic RE, while it's also significantly less annoying than 0 to play (the other outsourced classic RE game), so it can absolutely be salvaged in a remake.

Another reason it makes sense to remake this game over some other past title is with RE8 rumored to take place in a village and castle, the two games can reuse several environmental assets the same way RE2make and RE3make could share city assets.
Though, I'm pretty sure this time this will be treated as a full scale game and not a side production as RE3make clearly was. RE4 is the series most popular game, starring the series most popular character, and it can also be marketed as "the sequel to RE2make" for new fans of the series that got into it for the first time with RE2make.

That mod is mostly just a retexturing (as impressive as it is, and it's very impressive), this will be remade from the ground up. Controls will be overhauled, graphics will look a ton better, and they will probably change the game's tone to be closer to the "realistic" tone of RE2make, they will probably market this as a sequel to (but hopefully, some of original RE4's cheesy spirit survives).
In the end RE4make's biggest enemy will be... original RE4 (which they will continue to be selling) and not its retexturing mod.
I doubt they will send a C&D, but even if they do, at least much of that mod has already been released.

According to noted insider Dusk Golem – who also confirmed VGC’s report – Resident Evil 4 has a larger development team than the series’ previous two remakes, including support from Capcom’s internal Resident Evil 2 and Devil May Cry 5 teams.
According to Dusk Golem, developer M-Two will be paying attention to Resident Evil 3 feedback, after the game received more critical reviews than its predecessor. M-Two’s founder Minami was exec producer on Resident Evil 3, although at least four other studios helped create the game.
“RE3 was the first game M-Two worked on as a team,” said the insider. “Something to be mentioned is M-Two were helping with RE3 for some practice… as they also were working on RE4. You can bet your ass they were also following reception of RE3 REmake closely to see what worked, didn’t work, etc.”
They added: “I understand the interest/concerns, but whether it helps or not be aware RE4 does have a larger overall team than RE2 or RE3 Remake had and a lot of time conceptualizing it, development started in 2018 but there were talks before that. Parts of Div 1’s RE2 Remake team and DMC5 teams are helping with this project.”

This will obviously delay the game, potentially as late as 2023.

Good decision. Last thing we want is a rushed RE3 style remake. I'd love to revisit RE4's environments exactly as they were in the original but in the new engine with the atmosphere and tone unfucked with.
