So I made an order for a headphones and pads from a site, but when paying with Paypal, they took my billing address, and added 30eur delivery, I sent an email that I want the shipping address to be a local one and they sent me a new confirmation with the 30eur gone, but now the payment sits as pending in my Paypal, and I guess I must pay for them to ship it out. How do I process the payment?

How long ago was it? Maybe the store is just slow and it takes a few days before they ship them out and charge? If not, you're either going to have to call the site itself or Paypal.
I had a situation once where I placed a larger order of several items - the place shipped some of the order, the rest was out of stock. I gave them a few weeks, and called to cancel the remainder of the order. However, Paypal still listed the full amount as pending.
I called Paypal, was on hold for the better part of half an hour, only to be put through to some Asian lady with a heavy grasp of Engrish. She accomplished nothing, so I contacted the store itself and they sorted it out in two minutes flat.
So yea, I'd contact the site itself first. Only if they can't or refuse to help you would I bother calling Paypal, as they're next to useless.
I can never be free, because the shackles I wear can't be touched or be seen.
