This is the start of Universal's Monster Cinematic Universe with monsters and characters crossing over to different movies and an Avengers type of film expected as the ultimate crossover.
Universal owns the film rights to such monsters as Frankenstein, Dracula, The Wolf Man, Creature from the Black Lagoon, The Invisible Man, Bride of Frankenstein, and The Mummy (which is the first movie being made).

They weren't as serious back then, this is considered the first real movie in the Universe. Kurtzman (and some other dude) is developing it a la Snyder developing DC's.

It's not the start though.. The start was Dracula Untold which was pretty nice albeit kinda messy story wise due to having it's script butchered. And that's coming from me, a huge Dracula fan who watched a LOT of films featuring this badass mofo lol .

Dracula Untold was developed as a standalone picture and was shot in Fall 2013.
On July 2014 it was reported Universal had hired Alex Kurtzman and Chris Morgan to developed a shared Cinematic Universe. The first movie to be developed was set to be The Mummy reboot.
The previous month, June 2014, some reshoots were done for Dracula Untold giving it the option to be included in the Cinematic Universe if it was well received.
So Dracula Untold might or might not be included in it and it wasn't conceived as part of it until after it wrapped. On the other hand The Mummy was conceived as the official start of the Universe after they got Kurtzman and Morgan as creative supervisors or how to call them. Which is also the reason it has a major star (Tom Cruise) attached.
Dracula Untold might end up being included but it's almost like Constantine being considered as part of the Arrowverse after the fact.

I'm disgusted (as usual) but I'll just go ahead and trust Tom Cruise on this one. He usually has the decency to stay away from awful productions, then again money can change even lord Xenu's mind xD
Dracula Untold had reshoots so that it could fit if they decide they'd like it to be part of the Universe. Whether it becomes part of it or not they hadn't decided at the time and they certainly haven't announced.
Alissa Phillips is not working for Universal. She is an exec producer of Michael De Luca Productions. Dracula is not her IP. The other monsters Universal owns are not her IPs. She doesn't know because she can't know. She doesn't make any decisions because she can't make any decisions.

Who is "they"? They is Universal. Phillips has no inside knowledge. She doesn't call the shots. Her "then we found out" means "one day they called us and told us you have reshoots to make!" She doesn't know anything about the master plan.
A Universal rep denies that Untold will kick off the monsters universe. Now that Untold debuted to $23.5 million domestically (second to Gone Girl) and a strong $63.3 million in two weeks overseas, Evans, 35, likely will return. But sources say Universal still is hoping to make a bigger splash when Mummy "officially" launches its monster mash.

tl;dr Universal were hoping they could integrate it one day if it turned out to be good. And one day they might. That day hasn't come yet. The status of the film continues to be:
Officially: no.
Unofficially: maybe one day.
Meanwhile The Mummy is being treated both behind and in front of the scenes as the beginning of the Universe with a major star attached to it.

The story follows Navy Seal Tyler Colt and his mission in the Iraqi desert to find a group of terrorists hiding out in a bunker. To his and his team's surprise, the terrorists within the bunker turn out be nothing more than some grave robbers who have all magically died. Upon entering the bunker Tyler and his team also succumb to some mystical forces out of their control. They soon realize the bunker they have infiltrated is actually a centuries old tomb. Mayhem erupts as all the Navy Seal members start turning on one another and are captivated by the forces within the tomb. Tyler is the only one to make it all the way deep within the tomb alive to find a black iron sarcophagus. It's marked with Egyptian symbols like the Ankh and Eye of Horus. Here Tyler is entreated by the forces to open the sarcophagus and release what is inside. But after placing his hand on the sarcophagus, he is immediately stabbed in the palm with a star shaped symbol. From then on Tyler's mind is cursed with visions of Ashirtniple King of Assyria... The Mummy.
