If CPU/RAM/GPU are not being hammered then the cause might be the HDD. A dying HDD that is. Happened to me..

I've had issues with the newer version(s) of the nvidia geforce drivers myself. Try installing an older version of the driver. Could be something else in your case but it's worth trying atleast.

So uninstall it, and go back a set. Problem still there?

Did you deselect the bullshit 3D Tranny Vision bullshit and other crap that Nvidia wants to stuff down your throat? Geforce Experience etc?
Uninstall that shit from the control panel at elast and never reinstall them.

Try uninstalling and then using cleansweep or something similar to remover any residual files. Reboot into safe mode and install the drivers while in safe mode.
I've had a few nvidia driver issues in the past and this process has always resolved it.

while playing
check if you're running out of RAM, might be excessive paging because of it
check your cpu/gpu temperatures, might be throttling by it

keep OSD in afterburner on while gaming. if there's no issues with cpu/gpu, run memory and HDD benchmarks, and google/compare results others with same hardware have.
