Cameron gave up on ever making it himself it seems because he is busy with Avatar. But he will produce it and the script will be based on the work he has done on it.
Twentieth Century Fox and producers James Cameron and Jon Landau are in talks with Robert Rodriguez to direct Alita: Battle Angel, the live-action adaptation of the graphic novel series Battle Angel Alita by Yukito Kishiro.

I'm sure Cameron picked him because Rodriguez has a hard on for 3D as he does (Spy Kids 3(D) was made in 2003 long before the 3D format was resurrected theatrically) and he frequently mixes live action with CGI (Spy Kids, Sin City).

I don't think these are comparable. This is James Cameron's passionate project. He bought the rights (not sure when but more than 10 years ago), co-wrote the script, did 1 year of pre-production he just can't find the time to direct it.
Even if you don't like Cameron, my point wasn't that at all, my point was that this isn't a faceless studio buying the rights and looking to hire someone to make it for a quick buck. And while this doesn't mean it will be good, it does mean it will get made with the best of intentions (all things considered of course ) .
And as a counterexample to your examples, the Edge of Tomorrow All You Need Is Kill adaptation was very well received and it wasn't even someone's passionate project! Just the right people from both cast and crew.

From what i recall, the japanese are always giving limited publishing deals outside Japan (and Viz lost the rights for the manga when Kishiro moved from Shueisha to Kodansha, which might indicate the fact that Kishiro owns the actual rights for all his works).
While changing the publisher, Kishiro continued Last Order story arc at Kodansha (a story arc published initially by Shueisha) and started a new story arc at Kodansha. All the manga publishing moved from Shueisha to Kodansha, with US publishing being in the hands of Kodansha US (Viz was the US publisher for Alita, while Kishiro was at Kodansha).
So, i am not sure what sort of IP rights Cameron has and if he dealt with Shueisha or Kishiro.
My concerns here are: legal crap (very likely), Rodriguez (he's uneven in his work), actors (i can see a fragton of problems here, especially ignoring the asian origin of the main character), budget (without Cameron as a director, i doubt that they can get enough money to do justice to a rather wonderful setting and story). So, yeah...not exactly optimistic here.

The joined press release by Cameron and Rodriguez has Rodriguez saying he has to "learn the cutting edge techniques Cameron has pioneered" to make this film. This implies extensive mocap and digital characters a la Avatar - which is how Cameron always wanted to make this film.

Well post 2005 from his works I've only seen Planet Terror, Machette and Sin City 2.
The first is amazing, the second is good and the third is crap.

Maika Monroe, Rosa Salazar and Zendaya have tested for the lead role. Insiders say Zendaya is the frontrunner although it's unclear if she will be available so she might not sign up. BTW if you recall Zendaya has a role in Spider-Man: Homecoming as well.
Cameron and Rodriguez approach the movie as a star-making vehicle, in the same way Cameron's Dark Angel TV series was a platform for Jessica Alba.
Finally and perhaps most importantly the movie has yet to be greenlit because Fox are not willing to spend the required $175-200M budget and are negotiating with the filmmakers to lower it.
Rodriguez is probably happy to make it for $17.5-20M it's Cameron who must be objecting

Michelle Rodriguez (Fast and the Furious franchise, Avatar) signed onto the adaptation of Yukito Kishiro’s famed manga, EW has exclusively learned. The film is directed by Robert Rodriguez and written and produced by James Cameron.
She joins the previously announced cast that includes Rosa Salazar, Jennifer Connelly, Jackie Earle Haley, Christoph Waltz, Ed Skrein, Mahershala Ali, and Keean Johnson. Rodriguez will play Gelda in the film. In the comics, the character was a slim cyborg warrior.
Alita tells the future-set story of a cyborg girl (Salazar) rescued from a junkyard by a scientist (Waltz) who rebuilds her and together they explore her mysterious past.

I think for the right film he's a really good director. I just don't think this is the right film for him,unless he can show he's actually a much more talented and diverse director than he's ever shown to be in the past.
I'm certainly interested.. And hopeful.. In seeing how this turns out.
