I'd like to have some guides here to improve the performance via ini or similar tweaks.
...\The Witcher 3 Wild Hunt\bin\config\base\rendering.ini
set HairworksAALevel to 4,2 or 0 for better performance with enabled Hairworks
...\The Witcher 3 Wild Hunt\bin\config\base\visuals.ini
set framerate to 60 and ubersampling to false
Any more to limit tesselation on nvidia or amd cards?

I don't think ubersampling does anything, if you change the actual option from 0 to 2 the game will just exit on start-up though a value of 1 works but that usually doesn't do anything since it can't scale the screen resolution at a multiplier of 1, values like 1.5 will also revert down to 1 so that doesn't work either.
For tessellation AMD's CCC setting works but as far as I know Nvidia does not have such a setting though adjusting the MSAA level might gain a few FPS at least.
As for other tweaks I usually just try to push visual quality, transferred over all the settings to the user config file so that I have greater control over how they work but I don't recommend doing this as a standard tweak.
Cutting down grass and foliage rendering distance might gain a few FPS as well, pushing them higher certainly has a huge effect on framerate, shadow distance and resolution might net a few frames too if tweaked a bit though according to the Nvidia tweak guide the FPS impact is fairly small as the shadow system uses multiple LOD levels which keeps framerate in check and also allows for smoother transitioning between various quality levels for shadows further away from the player.
Couldn't find any graphical settings by unpacking the game files, seems it's all in the Witcher3.map file as far as I can tell by using a simpler hex editor view, also has a list of console commands but the actual command console is deactivated in the retail build of the game. (REDKit might allow for more customization in this regard, maybe, but it'll probably be a while until they release the public version of it.)
Not much to adjust for PhysX as well, CPU only as far as I'm aware and used for simpler cloth effects, water uses tessellation but this only applies to the "mesh" used for the actual ocean and the larger lakes whereas most other water sources uses a simpler model and shader setting though it's still somewhat dynamic though not to the same degree as shown in the earlier videos.
Can't think of much else to adjust, it's possible to alter mip-map texture bias and the game will use values of -1 and such to allow some sharpening but if you already use the sharpening post-process effect then it'll probably be too much and you get ugly texture shimmering instead which is to be avoided.
(Can also change max allowed texture resolution from 2048 to 4096 but the game only has 2048 textures as it's highest so until someone does a texture pack - and probably wrecks the games artistic style or how to say. - it won't do anything even if you increase this.)

Reducing the msaa level on hairworks made the game run a bit faster but still doesn't remove the massive and random lag that is created by hairworks.

also:
for me, (nvidia) setting pre rendered frames to 1 helped..also, ingame set FPS unlimited and then use NVinspector or whatever to limit the fps, works also better and no crashes so far..

and, i just found a lot more cfg´s to toy around with..

there are some cfg´s that control gameplay, FOV, and other things.. didnt read it all, but its some good stuff to fiddle around with..
edit:
editing the querty ini i guess u could rebind all keys with it????
not shure what these here do:

lot of xml´s.....nice..
postprocess and rendering xml is interessting here..
