Basically I want to be able to access files from a central location from my laptop, PC, and handheld devices. I'd like it to be fast and maybe even stream stuff from it. Ideally it would be small and quiet, and hold at least 2TB..
What do I need to look out for? Do I specifically need a 'NAS' or is there something else I can set up?
~$200 would be nice, but if it's worth it I can go some more

You can get a dedicated NAS, or you can get a high-end router that supports USB/FireWire HDDs and get much the same functionality without the addition of extra hardware. Though the best result would be a decent multibay NAS I think.

Oi I'd recommend Synology and then going for a model that suits your needs. It's easy to use and quite reliable.
Had been looking into gettin a NAS 2 years ago, wanted one that my fiancee could use as well and came up with them. Future proof yourself tho... You might be having enough with a 2 bay now but it's always better to have some reserve.
If you want on the go capabilities than I would recommend a router with external HDD's.
The only remark on some of the Synology models would be less memory than other brands... but I don't know if they resolved that in later models. Shouldn't give that much problems tho, don't think your usage will be high enough.

I built AMD APU custom nas with Openmediavault (linux based NAS os), its running 4x4TB WD red in Raid 10, very nice web interface for configuration, has been workin 2 weeks now without any hiccups ( work group, nearly 20 ppl use it daily). But yeah that thing seems to be awesome what paxsali has.

I use a HP N54L microserver. Can do many more things with that little box than with a pure NAS. But i still mainly use it as a Plex server.
Using OpenMediaVault too.

Aye that's what it usually boils down to: ease of access and time saving or go 'pro'. In most cases custom build is not needed.
There is no reason to not trust premades tho, yes there is junk out there, but if you can built a custom one you can recognize which to avoid

I just got a really good router and connected a USB3-capable drive to it. I like multiple-solution-devices.
