Looks like they blocked Digital Gift cards sending for those regions or at least from a different currency regions so i guess this is why its not working normally. I always buy the cheapest one. Never had any problems with redeeming, even though Eneba warns about incorrect region or something.
With processing fees + 10€ discount coupon I usually pay 30-35€ for 50 USD Steam Wallet gift card.
