Legion was the best character in potential imo, but he was not fleshed out enough. By giving Legion a bigger role, Bioware could've deepened the Geth background story parallel to that. Apart from Legion (cool), Mordin (weird) and garrus (old buddy), the characeters weren't really that memorable to me.
Grunt could have been too. Also, Legion vs. Tali could have been the stuff of legends too, and I mean some deeper conversation stuff with character progression, not bitch fights.
Overall, the truth is, BioWare completely suck ass, when making characters lately. At best they're weird, but normally they're just boring clichés. Oh yes, Jack is a cliché, 100%.
They should get some writers from Obsidian, who made modern times' most complex character, Kreia.

I would say it's an issue of time constraints and the scope of the ME2 project rather than the writers being unable to come up with anything more exciting. There are tons of places and characters in the ME world you could expand on almost infinitely (it's an entire galaxy after all), but as any game developer will tell you, the process is usually about what you have to leave out rather than what you can put in.
As for Kreia, I don't really see your point. She spends most of the game being secretive and hinting, and then it turns out she's an ex-sith spouting platitudes while trying to get rid of the force? Yeah, what a shocker, serious complexity right there.
That said, I agree ME2 is derpified in many ways and would have benefited from more time and resources spent on character interactions and development.
One could always hope for a story by Obisidian and technical expertise by BioWare... Let's admit it, as good as O can write, their games are in many cases full of bugs. Recent example: Alpha Protocol. It was even delayed for technical reasons, and you know what we got at the end nevertheless. Imagine Alpha Protocol with Mass Effect production values. It would have been mind blowing.
After having installed the Shadowbroker DLC, at what point in the game will it be accessible? The reason I ask is I never received any sort of mail at my terminal regarding it (as I did with all the other DLC stuff) when I first got on board the Normandy. Would hate to have to beat the game again only to realize it didn't authorize correctly or something.
I can never be free, because the shackles I wear can't be touched or be seen.

Sadly one great character does a not a game make. It was a mess.
Man, I could just imagine Bioware and Obsidian working on a game though. I mean really working on one, not just the Black Isle publishing of BG. Bioware's would do the awesome derpy production and the overarching story-line with the complex characters and underlining theme of the game by the other. Ugh, it's best not to think of something so potentially beautiful.

Are you talking about KOTOR2 ? Because it's one of the best adventure RPGs I've ever played, it was so good I'd have thought Bioware themselves made it.
It was unfinished, but not broken (for me). I've finished it 3 times.

I finished it at least 5 times. Was my fav RPG story back then. Then they did MotB, and that was better.
Just finished ME2 again. All new DLC plus, of course, every single other piece of info in the entire game. 52hrs... heh. Definitely an awesome game, especially the final mission which was so pulse-pounding ^_^ This time I decided to.........
Spoiler:
Keep the Collector/Prothean base, rather than destroy it.
I hope that has a SERIOUS impact on the 3rd game and it wasn't just a small decision.
LotSB got me fired up enough to start a new playthrough, going for a vanguard this time. Found a good guide about adding recruitment for certain team members early, and how to avoid it wrecking your game. It also suggests that the current, gradual opening up of the galaxy and recruitment missions is a result of adaptation to the game being split on two discs on the console version, which figures... :/
Oh I know The Illusive Man and/or Cerberus are no doubt going to use it for seriously nefarious purposes, but I wanna see how it pans out in the end Besides, it's a single flag in the save file - if something truly disastrous comes out of it, I'll just edit the save and uncheck the flag.
How bad could it be? The council, like always, sat back on their asses and did nothing, while an organization had to battle the current "evil"... Well, imho, that organization, since it's human and all, deserves a bit more power. Through my playthroughs, well, humans lead the council, although other races are on it, and the prothean base is kept intact. I'd love to become a reaper in fact ... once all other reapers are dealt with ... Yeah, I like power.
I just don't like the arrogance of most races, except Salarians. Salarians are kick ass, the rest, just orcs and elves in space.
Actually, I'd love me some yagh too, but being as I massacred the most powerful of them ... Heck, I think I liked the shadow broker being alive, he seemed infinitely more interesting than Liara.
Kotor and Kotor 2 were very good sci-fi RPG games. I must say, you feel truly in another universe, like Mass Effect. However in Mass effect you can not interact with your environment, pitty. But graphics of Kotor 1 and 2 are outdated now and more, both games were too short, IMO.

I believe Mass Effect has the same degree of interaction with the environment that KOTOR had and to some extent less -> I really loved to shoot the lightning roads in the latest DLC and shock the bastards standing next to it.
