Frostbite 2 is capable of running at more than 30fps, i´m pretty sure it´s a lazy ass port and some guy will make an unlocker eventually -force unleashed, transformer, etc.

There will never be a "fix" for the 30fps lock.
The 30 fps lock is a "feature" and not a bug...
