The loader does not work directly with 1.11. However, it works with 1.03.
So:
download 1.03
use loader to activate
update to 1.11 (try copying the files over the 1.03 installation)

This worked for me (repack):
1. Burn in BW 6.0.0.18, speed: 8x
2. Make a profile for the game with curerom 2.0.3
3. Enable all emulations in dtools, but unmount any images
