For FOV changes add "fDefaultWorldFOV=YourFOV" to the Display section of the FalloutPrefs.ini.
Seems to work as good as it did in F3 unless I missed something. |

No, you can.
It's just that the game could not be sold as openly/would getter a higher age rating (none at all) if it was the same version as everywhere else, so the publisher decides to cut it.

i see update .exe *32 and codec.exe *32 in the taskmanager
You are running the release repackaged with a virus/trojan (codec.exe).
I suggest you get rid of that.
