You're just unlucky, I got 14 wins (public ones) from 8239 giveaways entered. I usually don't enter stuff that is highly popular tho. 
You could always try to join a group, ups your chance quite a bit and maybe in time join our forum's group

Neither do I, on average the contests that I enter in have at the most 500-800 entries at their end, which is why it seems to me that there is statiscally something very odd here.
Also, I don't know if this influences anything, but I did 'won' a gift when I first joined the site, but considering that the other party never sent it, I placed a "not sent" on the "you won" page.
Considering the sheer amount of contests that I entered and the statistical probability of winnings, I should have won some 25-30 gifts already, and I won 'that gift' in a matter of weeks when I initially joined the site a few years ago, and never again have I won anything. Despite being generous and giving way all my extra keys everytime I have some duplicate ones.

I've won about 30 public giveaways with 9,318 entries (I think 3 or 4 are developer giveaways).

Odds are that statistically you should have won but it could be possible to enter that amount of giveaways and not win, kind of like the opposite of winning the lottery.

Indeed, that's what statistics mean, nevertheless, I was wondering if there were others with a high number of entries and zero wins.

Like Morphi and Newt said, 19.000 entries and no wins is pure, genuine bad luck. As long as your account is active, it's perfectly eligible, so don't worry, there aren't any shady tricks or silly blocks from their part. Equiprobability is always the key, and yours is just a very remarkable achievement in its own misfortune :<
