Really up to you, do you want to spend the extra cash for a little extra stuff and design or not..
Both phones are good, so it's really up to you.

or get New note2 and pay up 100-150. but samsung have shitty build quality. Their screens are amazing but everything else is bad plastic

Yeah it seems to be the ebst bet right now but I've held nexus4 and it is quite stellar too. Very sturdy. And I would get an original bumper for it.

Then it comes down to what you want.
200-250 more for the HTC or the Nexus 4 for free..
Nobody else then you can decide that, both phones are awesome, just gotta think if the 200-250 more is really worth it

No more opinions on note2 vs htc one vs nexus4 ? (especiallly camera quality. I know that n2 and n4 performance is the same and htc is faster)

Get Galaxy S4 or HTC One and flash Google Edition ROM. android experience doesn't get better than this. N4 only if you can live with less than 16GB.

16 gb is not a problem but my current note 2 have 8gb on board and 32gb Kingston class 10 so i would miss some space.
Anyway. .. getting nexus 4 might not be a good idea. It's like degrading.
The only option is to get new note 2 or htc one

No no on the Nexus 4.
S4 or HTC One. Or fix that Note, it's still a great phone.

If you care about that stuff, S4 feels way less "plasticy" than S3/N2. While the edge on S4 is still plastic, it looks nice and feels way better in hand than S3/N2. Also, plastic isn't as uncomfortable to touch as metal is during cold winter months, so that's another thing to keep in mind.
Anyone who saw my S4 running stock Google Android ROM was extremely impressed, both by outside looks and by how amazingly snappy software is.

F it. I will keep my N2. it is a fantastic phone after all and It only have minor issues. I might just get a case otterbox defender for it.
And if an occasion happens, I will switch for s4 or something
