See my Signature for my PC Specs.
Only difference is I run my CPU @ stock speed 3Ghz and I only use the 1TB HDD now (had the problem also when using 500GB as boot driver).
Using Windows 7 64bit, but from what I remember I had the problem also with Vista.
So last months some scenarios has been happening on random boot moments (sometimes it works fine for a week or so, few days, etc.)
Scenario 1: I boot and the power led on my PC lights up only half and I hear a feint sound coming from the PC, like it wants to boot but it can't. and this goes in a loop.
Scenario 2: I boot and it just falls in a reboot loop and nothing on the screen.
Scenario 3: Nothing happens at all, nothing lights up on the MOBO either.
And what also seem to solve it often (and what also fixed it like 15 minutes ago) is taking out the CMOS battery. Already bought a new battery.
Sometimes I solve it with pulling out whatever I can from the MOBO and connecting them again. And leave out cables that ain't needed, like fans, usb etc.
Does this sound familiar to someone? Is it the Power Supply I should concider replacing?

Yesterday it also lost power when simply browsing my folders. First time that happened.

Sounds like something on the motherboard may be grounding onto the case, thus causing issues.
I'd remove everything and lay it out on cardboard to make sure that isn't the issue.

What Mchart says. Might also be a problem with the motherboard itself. Have you experienced any data corruption, slow transfer speeds when copying files or perhaps even BSODs - anything like that?

Ugh, I hate those kinds of problems. Could be almost everything. But mainly check on MoBo,RAM and PSU.

Maybe psu is bad? I once had a problem with broken/rotten power cables from cpu to hdd and hdd was shutting itself down and up in a second. It was even hard to notice

Okay this morning I took all out and put it on a piece of cardboard.
First thing that happened when I powered on was Scenario 1 as I described above.
So now what? PSU problem?
I did notice that during the Scenario 1 loop my Videocard fan wasn't working, but this could also be cause of a faulty PSU I spose?
Any ideas?
I'm at the point of giving up and buying new stuff all together after these months lol.

Can't you ask a friend or someone else to test it with his PSU?

Did you have any problems with your power lately, like lightning struck your house etc? Could be your mobo is damaged and something is grounding the case as mentioned before.

Worst kind of hardware problem ... not reliably reproducible, sooo annoying, I feel you, man.
Test with another PSU, then try removing memory sticks one by one or reseat the CPU itself.

That is a weird one... behavior does seem to suggest PSU failure of sorts, but it could be some other hardware component failing randomly.
For example, reboot loops happen when some crucial piece of hardware fails completely. When RAM is not seated properly, this is exactly what's gonna happen : start up for a few seconds, shut off without showing anything... go for another round. So you could have some partly damaged component somewhere on the motherboard that manages to work often enough.
You could, as suggested take out the memory and the CPU, reseat it and, perhaps, see if there is actually anything visibly wrong with it while you are at it.

Today it seems like the end of my pc (or well PSU I spose).
Will just keep rebooting or boot without showing anything on the monitor.
I tried:
another videocard or no videocard at all
take out, switch, less memory sticks
take out soundcard
put CPU back in after taking out
Other HDD , sata cable, powercable
Other main power cable to my PSU
Won't work any more it seems.
So to be honest I've had enough of it and want to build a new PC.
