What programs would one use. And do you need a jailbroken phone to test your stuff ? Because a friend wants to try his hand at it and doesn't want to spend money before he knows it's what he's gonna be working with 100%.
Leo is the guy to talk to about this, but I can answer one thing; no, you won't need a jailbroken device to test your stuff... The SDK comes with an IOS simulator.
One can develop on VMware no problem. It can even work with a real device.
To test on a real device, you need to pay $99 a year. This also gives the option to submit to Apple for AppStore. There is another option - enterprise license, which gives you an option to sign IPAs and distribute ad hoc - this is what we use at work and it's great. All testers get a link in mail and when they click it asks them if they want to install.
