Better try taking new picture, because no matter how you set levels, exposure, or even mess with the curves, the white part on your face where the light seems to be focused cannot be easily manipulated so that your pic will look good...
Well at least not in under a 2 minutes that I've been trying xD

It's harder than expected, since as it has been said the details/original colors can't be restored easily. It is indeed possible to achieve the opposite of what you're looking for though

Yeah, I also figured that part xD
EDIT: Cloning stamp tool, healing brush, or even fiddling with content aware is really out of the question because it's really poor quality picture...

I tried adding a dick to the picture but that did not fix the light levels 
And mirroring the image resulted in an OK image but it does look surreal. Sorry no other option than taking that pic again.
