So I am based in UK as you may or may not know.
I recently purchased with my VISA credit card something from a US online retailer, based in LA, California. They sell online but also have a shop in LA.
I contacted them today to request a tracking number, only to be told that they didn't have most of my order in stock (they only have 1 of 4 items in stock). They then told me that they'd already charged my card, and while they couldn't tell me when they'd get stock in - they insisted it'd "be soon".
So I said fine, I'll wait a bit. BUT if I wanted a refund, I assume I could get that (i'd loose on the card fees but it wouldn't be too much), and basically they said all they'd do is give me a gift voucher to the value of the order.
Now, here in the UK that'd be against the law. If they cannot forfil the order, then they should a) not be charging my card until they can and b) prepared to give me a refund if I don't want to wait an undisclosed amount of time.
What are my options? Firstly - is it illegal for them to do this in the states? Secondly - here in the UK i assume I can just contact my VISA card company and show them the chat transcript in which I was told the above. Surely they cannot keep my money if they're not able to forfil the order. I think my card company would have me protected?

I'm always a bit sceptical about buying from U.S for this reason. Sorry, dunno much about it. If you bought it on your actual VISA credit you have more chance of a full refund, perhaps?

yes it was my actual visa credit, so Im sure i'm covered here in UK anyway. I just wondered what the actual US laws are

Quick Google and there's little info that I can see. Best off chasing your credit card first. You'd probably save a lot of hassle.

US law is irrelevant as people just contact their credit card companies and let them handle things. You should have no problems doing a charge-back

This. The country in which you spend your money is irrelevant, your card issuer is British and it's under British law they'll operate. You are fully within your rights to make a charge back via your bank, or directly via VISA.

Most 'reputable' companies don't operate this way. They shouldn't charge your credit card until they have your products in hand and ship them out. The law would be difficult because it would be a state-by-state case, and i'm not familiar with cali's laws off the top of my head...PLUS you technically bought the item in the UK. But like everyone else said, if you want you can always dispute the charges with visa. The few times i've had an experience where a company was giving me a hard time about refunding my money, I just told them i'd contact my credit card company to dispute the charges and let visa and the company fight it out. After I tell them that, a refund is usually quickly issued. (It's a PITA for most companies to have to fight visa over disputed charges, and usually not worth it to them). If you do decide to dispute the charges, make sure you don't accept any of the packages they send you in the mail. If they showed to visa that they actually shipped products to you and you accepted them, then visa might "rule" against you.

This. Chargebacks are very common in the US, and the job of preventing them falls upon the merchant (don't offer a shitty product, and you won't get chargebacks. Too many chargebacks -> we terminate your merchant account).
So just call your CC company and they'll take care of it.

Just a slight word of warning: shisha tobacco is 40 times more dangerous/dirty/cancerous than normal cigarette tobacco.

this has already been discussed ( http://www.nfohump.com/forum/viewtopic.php?t=70010 ), and according to wikipedia it seems that this is more of a myth than anything else... yes you "smoke" more but the levels of dodgy stuff are no where near as bad "per puff". 45 minute session resulting in 1.7x the nicotine of cigrette.
i disagree, specially with washed tobacco like Starbuzz.

I dont smoke that often, but the buzz from something like Starbuzz is much nicer than weed for me. Weed just makes me feel sick, where-as this is a nice steady head high.
Also, do you have any sources on more modern recent studies?
