By "they" you mean Samsung themselves. Samsung is not selling hardware out of the goodness of their heart, they make a huge profit from their panels and other hardware. Also, since there is probably a multi-year contract, any breach on that would bring even more legal troubles.

What about a couple of "accidental" delays in samsung's supply of parts to apple?

There are probably multiple almost independent divisions inside of Samsung, one of them being Apple's best friend and another one hating their guts. Managers from the cellphone division are unlikely to have influence on the chip division.
