cpu or gpu?
cpu: c2d e4300 @ 2.8 ghz
gpu: ati 4890 1024 mb.
I guess upgrading the gpu would be best for games but my cpu is a pretty old version of the c2d....

I would say CPU. Sabin or someone who knows more about Intel will be able to hit you up with a better answer but I'd assume if you were to upgrade that card which is already a beast you're going to be going probably to the 6xxx series ATI or whatever nvidia card which will just be bottlenecked by that CPU rendering your upgrade pointless.
I knew I was going to bottleneck but I saw 0 fps increase going from an 8800GT to my 5850 when I was on my x2 4400+ haha, I didn't put it in as a serious upgrade, just hte fact I had my other stuff coming a bit later.

A Q8200/8300/9400 would be a reasonable choice, if you don't want to spend much money and if you have a decent mobo, OC wise. Just grab one and push it to 3.3 - 3.6GHz, and that should last you for another year.
Upgrading to a more recent CPU would be preferable, but it would imply CPU + Mobo + DDR3 memory, which can become a bit expensive(an AMD build would be cheaper, though).

hmm, In can get a mobo with a i5-2500 for about the same price, and get much better performance, that would be my best option i guess?
Im trusting on tomshardware's benchmarks

Yes
Your CPU is just terrible and even though most games still suck all kinds of things when it comes to multi-core support, it's getting better. What you'll notice though, is the efficiency of the newer CPU. At the same clockspeed, that 2500 will still be at LEAST twice as fast, probably closer to three times as fast. Should help with minimum FPS, loading times, avoid being CPU limited and so on. Won't magically double your FPS, but it will be higher and steadier

Don't upgrade to another 775 CPU, it's not a good way to invest your cash.
You will need to get on a newer platform so cpu shift will mean a new motherboard and ram most likely also.
