Right after I build my current PC, I borrowed a friend's geforce 6200. Desktop used to feel hella smooth. I then purchased a HD4850 back in like November or December and got rid of the geforce. First thing I noticed, the mouse cursor on my desktop felt laggy as hell! It was no longer smooth like it used to be with a Gefore 6200........
Anyway this 4850 was always supposed to be a temporary card until I save up money and get a better radeon card (preferably 5000 series). The card itself is good but games crash out of nowhere and this shit comes up:
And I bought a new 120hz lcd monitor about a week ago and the minute I changed the setting to 120hz, Display driver would stop responding. Had to uninstall Catalyst control center and reinstall it....WTF? ATI FUCKING SUCKS BALLS 
Its ok if these driver crashes happend once or twice, but this shit happens regularly and at random times. And I ALWAYS update these shitty ati drivers as soon as theyre available. Problem is..they dont fix shit

I dunno, sounds like you got a shit 4850. Though i'm a big fan of xfx so i dunno what that is. Grats on the 120hz monitor anyways.

Something is dodgy with your system, simple as that. Time for you to google after step-by-step instructions on how to find problems.
Btw, did you reinstall Windows after you changed gfx card?
Got a 4890 + Win7 here and no problems like that has ever transpired.

I've never had that problem with ATI-drivers, and I've had Windows 7 since RTM, and the 4850 since release.
It's something else, Jim.

What is your PSU? This can happen easily if the PSU can't give enough power to the card.

I've been using Ati and Nvidia on and off, currently HD4850, I never felt the pleasure to bash any Ati drivers. Works fine here with Win7. Blame your system before blaming a particular piece of software.

There was a issue with 120hz but I think the 10.3 drivers solved that, unsure about the specific nature of that problem though.

Highly unlikely it's that then... Everything is at stock settings, you haven't OC'ed anything? You could always just format and install a new OS like Frant said, easiest way to get rid of any possible software-side conflicts - if the problem persists then you'd know it's on the hardware.

I have the card slightly overclocked with ATI Overdrive. I didnt use Rivatuner or anything and I just assumed as long as I dont see artifacts, my clock settings are fine. Maybe I should clock back down?
I will post my current clock settings after I go home

I just ran the Windows Experience Index and my "gaming graphics" went down from 7.4 to 5.1...?
Any suggestions?

Well I don't have a solution for your problem but if you want to make use of that 120hz monitor I suggest you to wait a little and buy an nvidia gtx460. I know ati with iz3d can do the same but iz3d's autofocus is shit. (Never tried nvidia 3d vision but it can't be as shitty as iz3d)

I reinstalled CCC and my Experience Index is finally giving me a normal score again but the occasional crashes are still present. Im definitely planning to go with GTX 400 series, as mentioned above, before summer comes around

do a fresh windows install, install the latest drivers , DO NOT change any settings in CCC and see how things go from there on.

Sort your shit out ffs nothing wrong with ATI/Drivers for most part, if you seriously are having such issues, will have to go with the duff card.. But then I scratch my head and wonder if you know wtf your doing lol..

mate of mine had that stupid driver stopped working popup alot whilst playing games
we did like everything from formatting to buying new psu... turns out the card was just broken right out of the box, had it switched , never saw the popup again

You had first Nvidia card in the computer, and then you installed ATI card. You probably just "Uninstalled" the nvidia drivers, which can cause some major errors afterwards if you change to ATI. So use drivercleaner now to get rid of all ati/nvidia shit and then reinstall latest ATI drivers.
