Ive had these neighbors the past 2 years and they weren't that bad but lately (the past few weeks) theyve been blasting russian music almost every fucking day. Its so loud and horrible I feel like Im gonna lose my FUCKING mind man 
And theyre not even like young delinquents or anything. Its a guy in his 40s (hes an engineer) and a lady and their two 8 yr old daughters who live there. Not that I have anything against russians or russia (bc my gf is half russian) but fuck that shit is so fucking horrible yo. It seems like the kind of music that you wouldn't blast since it has a slow pace. But fuck thse mofos always blast it. GODDAYUM!!!!!

prepare some loops with screaming babys, pornographic moans, as much subbase as your speakers can handle and break-beat techno intermixed with death-metal. If they live below you, put the speakers on the floor for maximum sound-transmission 
OR do the sensible thing and just go over and ask them to be a little more quiet =)

We have a law here, no loud noise after 23:00. So if asking politely doesn't work, the police are happy to help. The perks of living in a third-world country. 
I live in a quiet neighborhood actually, rarely problems with the neighbors, but sometimes the religious nuts decide they own the world and start with their awful religious music...  So police comes to put them in their place.

it's like that in the states, if a cop drives by your car and can hear your music in his he'll give you a ticket after10pm I think it is |

Well shes not a plumper hehe but trying to prove that here would be a complete waste of time & you know it lol
And the thing is I dont hate my neighbors. Theyre actually really nice people. They bring us cookies and other treats randomly to our door and theyre just very polite. And I actually went overthere a couple of times to fix their childrens' computer. All is good except for the music part, that shit drives me completely insane. So I cant go complain personally because that would make me look like a douche lol so I bitch about it here i feel little better!

think most civilised countries have those laws ... here its between 2200 and 0600. Alltho its relative  im used to make several Afters at my place (small ones with like 5-10 friends) with some music (from pc speakers, alltho good ones, logitech with nice sub but still). Not even "loud" hardly louder than talking .. anyway, some months ago, cops came by, took my ID (my house, my responsability) and next day i had a fine for 360$ (swiss franks, but its 1:1 ^^). Couple weeks ago, same scenario, cops came for the apparant noise 8all relative i guess). i told them ok, i'll lower volume, no biggie... then they said "you'll get a fine blabla (they have to say that) and i told them straight : NO, you canpt give a fine for that, unless someone actually told me first, that i made noise ... they like grinned and thought whatever dude, you'll get a fine .. so i told them (lied) that last time i contested the fine because of it and got away ... they grinned of course ... well, a month has passed (more actually) .. and guess what , nothing
