Until now I tried alot of things to get past the legal screen of GTA4. In 9 out of 10 tries the game crashed to the desktop. After a short period of time I realized that the crashes are Rockstar Games Social Clubs fault.
To prevent your game from crashing to desktop press CTRL+ALT+DEL and go to the PROCESSES tab. Right click the RGSC.exe and change its priority to LOW and then force it to only use CPU 1 not CPU 0 and CPU 1.
Et voila, no more startup problems, atleast for me I don't know if it is necesarry to set the priority to low, but why not, it works
