For a while now I've been getting USB power errors when plugging devices in.
But now, if I plug in any USB device into any USB port, my USB mouse stops working and my PS2 keyboard stops working, and I have to hard reset my PC.
The only USB device I have plugged in on bootup is my mouse.
Nothing has changed in my PC since last night, so why the hell has this started happening? And why is it knocking out my PS2 keyboard?

how is this usb port connected.
Intergrated in motherboard or is at a card installed in your pc?
I had problems with it (i had a extra usb hub installed in my computer, with a cable that i had to plug in to my motherboard.), found out that the cable that when into my motherboard was burned :\.
Also you can try removing the usb from the device manager and reinstall it. Worked for my mouse

Did you try to unplug and then plug them back after they turn off without rebooting the comp?

Yes. That used to work for me when I got a power surge error. But not now. no response from anything.

Sorted it.
Unplugging the case USB ports from the motherboard sorted it. They must have decided to curl up their boots through the night.
I've got 2 less USB ports now, but at least the others work now.
