you mean ithat the view is always at the bottom of the screen? no matter which way you move the mouse?
dann, that sucks. i got no idea.
maybe try inverting the mouse

if i move the mouse it moves but it always returns down as if i am dragging it down constantly

you probably have your mouse button stuck, try opening your mouse, clean it from the inside, or simple try to lift up the buttons

its not stuck it happens only in the game it self and i dont have a joystick
