Might be the sam problem as in GTA VC, go to documents and settings and fins the GTA SA folder. Look for gta_sa.set and delete it, there might be another name on that file. You'll have to run trough display options and your controllers again though.

it happened to me, and I did what comment Gangztra
and WALA, its Work, but the bug persists some times
and I delete the file and its work again.
every time y start the game i have to configure the game
again,
like i say in my Country
"ME ROMPE MUCHO LAS PELOTAS"
If somebody knows the solution to this fucking problem it would thank for it

Go to Ctrl-alt-delete,then processes I disabled window blinds and up it came.That means you have to have window blinds installed on your comp.Also if u don't have WB,s try anything with your name next to it,don't try system,local service or network service.Just disable one at a time and see if ya get it running.Hope it helps
