Heh well there's probably some good choices, Snow Flame the cocaine user maybe? Ha ha.
(Think he's out though, anti villain or some such more than hipster prankster or whatever modern villains are now after the early years.)
EDIT: This isn't going to be about Joker's boner though I hope.
Superman and Batman alone have several games worth of terrible experiences heh.
(And then all the alternate histories, crossovers and reboots!)
And of course for this type of game all the weird villains and their worthless powers.
