Video player issue (wmv files playing at 15fps)

So... I've been using vlc for years. Reinstalled windows like month ago and just now noticed that some wmv files play at 15fps. Not in slow motion but just laggy. Sound comes out ok.
And in windows media player, the same video is like 1 frame per second without sound at all.

Tried turning hw decoding, installing cccp and all I could think of, and vlc still can't play some .wmv videos well. While the same video in mp4 are playing ok.

Same video plays well on my phone.

Also - mp-hc plays it all just ok... so what is going on. Everything was playing great with vlc for years.

edit: Just a heads up, it don't even affect all .wmv files and no codec helps. only mp-hc. It even could be amd drivers, who knows
edit2: Also.. I was wondering why does video look a bit different in mphc... amd ccc default setting regarding video actually affect mphc and didn't vlc
edit3: Wow... just wow. Much have changed in a past couple of years. Mphc and madvr rendered is now the thing to go by... and it looks and works great. Hope this info comes in handy for someone here

Did you by some strange way disabled Aero Desktop ?
had like 9 months ago a awful V-synch problem with movies ... the thing was from Win7 and up GDI rendering is fucked in windows,

Had to disabled Aero Desktop to run old games that Aero fucks and corrupts its 256 colour palate (same with Explorer that you also have to disable )

when i turned back Aero Desktop ... magic ....all movies played fine again Laughing ... making movie playing on win7 and up 3D graphic card driver dependant

no no. no such thing.
Aero forces triple buffering and vsync. That's why it's a good idea to play games in windowed mode

Switch to KMPlayer. It has a plethora of post processing effects. Enable Motion blur and embrace glorious FPS Smile

This happens in windows 8.1 as well and I can't even turn Aero on. Sad
It just recently started happening after a windows update, might be one of the 30 KBxxxxx updates that messed it up somehow? Surprised

Edit:
Just tried KMPlayer and the problem persists there as well. Sad
