Welcome to 9 years ago. This was fairly widely reported on not long after the first game came out. Randy cited it as ‘inspiration’.
I'm not really a big animal lover, but I respect them enough to abhor animal cruelty. Forcing domesticated animals, out of their natural habitat, to fight each other for your entertainment is cruel and inhumane.
I don't believe that Randy had anything to do with creating the video, he's is just sharing it and commenting on it.

Yeah he does have a history of that such as promoting fan made porn for Battleborn when it started falling behind competing titles but it gets worse as more and more allegations, accusations and outright personal tweets and other comments are posted or dug up or otherwise found out.
He's the CEO and can do a bit of whatever but it has to have some effect on partnering publishers (We want to be associated with that?) and perhaps also sales though less than risking pushing away any potential publishing or partnership deals from his own history or outbursts and other things. (Barely legal USB of porn conveniently forgotten and all sorts of stuff really.)
EDIT: Self publishing or dealing with Epic or Steam at least for PC and digital sales would probably work though and I guess they are big enough to be capable of physical on consoles too and for MS and Sony it's business and they can distance themselves from the dev as long as no breaches for allowed content and such are part of the game I'm thinking.
Not sure, I don't like how he acts and as the CEO and private company he probably has a lot of influence on what's happening for the developed games as well though to what extent we'll see.
(All the memes and references I guess although Borderlands 2 already pulled that.)
It wouldn't surprise me if suddenly a news story broke how he sent nudes of himself to underage fans. He's one of those typical virtue signalling guys who wants to be "in" with a certain crowd and uses it to get pussy and attention.
