I believe everything is still speculation as far as available date. It has been posted that steam packages will be available to purchase next week, but that only ensures you the right to download it when it is available. Best bet is sometime in November.

It has an UNCONFIRMED release date set for November the 23rd in the US and the 26th elsewhere. This was announced by VUG and not confirmed by valve. This is also NOT a gold announcement just a timeframe estimate.
