The notice is not for you, that's what I meant. I guess they should use the IP detection mechanism to selectively display the notice to people connected from Latin America (like myself). Other than that, it's of no relevance.

Btw, Latin-american spanish is different from Spain spanish and the difference is quite noticeable in dubbed games. Not that I play the dubbed versions anyway, I hate everything that's is not V.O (original version). I play S.T.A.L.K.E.R. games in russian, The Witcher games in polish, and same applies for films.
