An older build of UE3 from the looks of things, lacks some of the newer improvements the engine has had (Or well had several years back.) so I guess they've spent a long time in development.
(No separate SystemSettings.ini for example which was something implemented many years back.)
Somehow the config folder or project name is "BulletStorm" too which is curious but not really a issue.

Played 2 hours.Nice atmosphere, and gameplay.Graphics is good, but old based on UE3.

yeah from whta i played so far its quite interesting mix of the genres with great atmosphere (mainly audio) and interesting ideas
.... the story so far is weird ... but i guess thats part of the deal with it being set in nut-house and you often dont know whats real and whats not

The game is...interesting. Doesn't excel at anything in particular (there's shooting, but it's more of a secondary feature - there's investigation involved, but the puzzles are straightforward), though the fairly solid (so far) cryptic narrative and how the story pans out with the mystery, good voice acting and desire to know more get me going. It's fundamentally a linear-ish story-based walking simulator, only with advanced additions like the smartphoning abilities from Condemned and pew sections with the nosc0pe corner gun.
The biggest sad trombone ironically (given that it was the #1 selling point at first, before it became multiplatform, absolutely not a coincidence ) are the visuals, which look objectively dated, the lighting is simplistic, the "photorealistic" textures are just slapped all over the models like in the 2000s, and so on. Still, nothing too game breaking, since the presentation is actually decent despite the rough UE3 technicalities.

There's an annoying consolish FOV too, thankfully it's possible to manually edit it to whichever values you want: Documents/My games/bulletstorm/StormGame/config -> StormCamera.ini (not a typo, they really used the same path as Bulletstorm xD)

Since your character was there at the explosion and survived, I'm guessing he was heavily injured and now they're using fancy tech to explore his memories.
