to be honestly yes, because its quite shit to get back from the newer --> older games with system differences, but nothing essential will mine your game experience.
story wise nothing much, but you gonna miss most of the cameos, jokes and every character appearing will get you in a "wtf is this now" state because the game will just do a brief summary of it, instead of a detailed one in the previous games when they appeared.
rebirth 1,2,3 and this, the other games are all spinoff not worthy tbh.

I think you will likely go half way insane if you actually try to play trough all of them in one go, while the story and characters are kinda entertaining if you are in to moe, the actual gameplay is a bit repetitive.
The game assumes you know all the characters, so it may take a bit to figure out who is who and all that, but you aren't missing much by not playing the others.The only thing plot wise you might miss is who croire and ultra nep are, and how they are significant, but even that is easy enough to figure out, and really don't matter too much in the long run.

oh yeah... thats the biggest "NO" i can find: all the games shares almost all the assets, despite few addition here and there, but the budget mostly went to the voiceover and story.
all the moe can kill someone trust me, that's why they release a game every year.
getting back to this game, im finding the new combat system quite fun, despite the SP not recharging like in re;birth 3 (surely some starting setback removed with some items/advanced skills) i've played in areas completely new and the new mobs are quite cool designed.

I don't think the top-spot on Steam is decided strictly with sales, almost every new release takes the top spot even if it's sometimes brief, especially if it's from a larger publisher.
I'm not sure how it's calculated but I don't think it's total user base alone or total units sold but I don't know although I expect part of it is to also promote new releases by showcasing them prominently on the store page.
(Although what exactly causes their positioning yeah I don't quite know.)
EDIT: Ah it's based on revenue generated and with the game selling for ~ 40$ to I think it was 70$ for the digital-deluxe DLC combo (Sounds like a fucking fast-food meal...) that's probably accurate.

finished the game with a good ending in 20ish hours: now back in the game with ng+, aiming for that sweet true ending!
the game far exceeded my expectation for an Hyperdimension game:
the good
- better menus
- better plans/invention setup: you dont have to go full retard for all the plans hidden... just important stuff are now plans, the rest off the development division
- nice combat system, taking from fairy fencer here
- stella's dungeon replaced with scout system: you send scouts around dungeons to increase/decrease stats in it: it's the same as the swords on the main map at fairy fencer.
- dungeons visuals are like 80% new! i've seen like 2-3 dungeons alike other games, but all the others are fresh new with decent textures!
- as always, too many waifus to choose from that you don't have enough space to field them all!
- story good as ever for a hyperdimension game, with a few plot twist
- can't tell much more, because of mild spoilers on the game story, but you will love most of these new things.
- great dlc's characters like million arthur with more than few lines of script events
the bad
- road system is quite boring: you have to pay credits (very few) to create roads for dungeons and connecting cities and you are stuck on progressing on these roads instead of quickjumping on every place when you need it... going from planetune to loowe requires like 15-20 secs without random mobs jumping in (thank god on good ending they give you an item to remove these encounters)
- the scouts: despite using the same system as the swords/fairies of fairy fencer, the scouts have a timer to get back what they discovered and you need to hear their report, or they will just wait there with their findings. Usually its like 10 minutes long, but could be tedius because you need a CITY to see their report.
But the most annoying thing from the scout system? THE WHOLE FUCKING SOUND THAT THEY PRODUCES WHEN THE ARE BACK FROM FINDINGS. It's more annoying then hearing constantly neptune saying "kangarooo... " (cant spell it correctly in japanese : P ) and bear with me, it's not a single sound, it's a cacophony of shit coming from any single fucking scout, and they got different sounds lines. Every. one. of. them.
-equipping: sometimes the game just autoequip the most powerful things you got and ofc are the dlc's weapons, overpowered as fuck; quite annoying to remove everytime the weapons on 5-6 characters because just few minutes before, the game decided to remove all the character for story issues and adding them just like nothing happened. (didn't even had to fight)
-spelunker dungeon: inspired by spelunker, this dungeon seems more like a 3D platform... and you will die. Die. die. Die.
I had to stop before my sanity went away.
overall, i give this game the most high score on all the hyperdimension games putting it first.

well, maybe i little more: i have 30h on clock but i've got some sleep issues these days so i just left open the game for few hours, and i counted down just a few.
tbh the hours you are reading on that site, are probably WITHOUT the overpowered weapons: on few parts you are restricted to grinding with almost no character (when the story arc gets divided) and slows the game as hell, just took a "shortcut" for few encounters, nothing serious.
also the game was finished on ps4, when the gamers there tends to be a little more collectionables than us on pc (or at least is for me) because i couldnt give a less about farming for sub-par weapons using high-ends materials that i could use on ng+ for end game weapons (dunno why, they always use Evonium that's quite fucking rare)
didnt skip almost any event, just the ones with IF and Compa alone... can't stand the two girls.
