Hmm, no idea what I'm reading here, but I assume that the "no active flags" state is a good thing.

I accidentaly deleted my previous post instead of editing it So here goes again
Means you have this subscription: https://steamdb.info/sub/69994/
It's same as if you'd buy it directly on steam, so I think there shouldn't be any problems with restriction later. They make changes to the sub as a whole, so if they were to add any restrictions, they'd apply to everyone else who bought it on steam also, regardless from which region they bought it.

No, that's just it. They can't because of the app subscription. The FO4 key is identical to the one sold by the Steam Store, as described by tolanri.

With regards to whether you need a fake Russian address, I used the same address as my credit card, which obviously isn't Russian. It worked for me anyway. Just so you know.
I think that the main thing it wants is the geo location as you're registering a new GMG account, so the step of registering using RU VPN is essential. Your storefront will be the Russian one from now on if you're logged in using that specific account.
Just to test I logged into the account using a different country VPN, and the currency was still RU specific. You will get an email from GMG confirming your new location, mainly as a check to see if someone hijacked your account, I think. So maybe it can be an idea to log-in from your real world country, just to confirm that location with GMG. Maybe.
Update: I logged in with the RU-VPN created account, using non-RU VPN, still got prices in RU. I added a game to the cart, and it showed up as RU currency. I decided not to complete the purchase, though.
Interesting.

Main difference that I can see right away from what I did is that I used CC and my real cc address.
Bob used his fake Burger king address didn't he? So it can't be the address. The method probably requires the use of a credit card, and not paypal, then?

@Neon
I tried to buy it via paypal having a fake US address in GMG settings and it didn't work.
Another thing....I think that when I used to buy games for some humpers and they got region free keys
- I had a virtual CC not tied to any country
- I had a US address in my paypal settings ( it didn't matter coz CC was "region free" lol)
Now I've got a CC that is "tied" to my country, to my real RU address\name
Maybe that's why I get Ru versions from GMG now..I dunno
However.. when I got Lolo metro pack and it turned out to be Ru locked I paid using only paypal funds..

2) SFFPC (streaming via Moonlight+ Sunshine)

You can activate it or no?
The RU version is supposed to have full English text/voice if I'm not mistaken.

Interesting, when I'm trying to pay with my card, it just displays "We are unable to process your order using this card. Please try another card or one of the alternate payment options." and goes back to CC details page.
This is with me turning off VPN when entering card details.

If you're using hola you've got to press ESC immediately after toggling off your hola VPN, or the CC info page will refresh and it won't work. That's the advice I was given and it worked out. Maybe you did it this way already, just trying to help.

No, I just double checked. 100% same. Some games are weirdly priced like 5000, but those were priced that way even when using RU VPN.

Hola taps into a pool of many different IPs for each country. Disable Hola, re-enable it and visit GMG again, and be sure to not be logged in as you visit GMG to check if the currency has changed. Try clicking into different areas, reload the page and so forth to see if it triggers the change.
