i read up on it a little, seems like its tied to quests and spawning of enemies during the quest, but not to other enemies. i do think you can spawn enemies far away and still create conflict, you just have to make sure they're going after the player.

I must admit I’m enjoying the game more with a new playthrough a year later. As well as the improved AI, I’m also glad the inventory is much easier to manage May the NFOrce be with you always.
